1: Open the Config (MySQL).
2: Click the my.ini.
3: Press the Ctrl + F.
4: Type skip in Notepad.
5: Type skip-grant-tables=TRUE Under skip-federated.

6: Save the file.
7: Restart the Apache and MySQL in the XAMPP Control Panel.
8: Refresh the page.
